The City of Dallas is currently working on the 2012 Capital Bond Program. I recommend that you submit your request here: http://2012bondprogram.dallascityhall.com/survey.html for consideration on the bond, which may be on the November ballot.

I've submitted this again to the City of Dallas. Hopefully, it will get fixed quickly. The original reply you got does seem odd. I would guess that it never got to the right department, which should be Street Services, Transportation Division. That looks like maybe it was incorrectly routed somewhere else.
